Scott has maintained an important presence at River City Consultants and in our community for many years. He has been licensed as a Professional Land Surveyor in Colorado since 1981 and has maintained a consulting business in Grand Junction since 1985 including Thompson-Langford Corporation for 15 years and River City Consultants since it was started in 2006. Scott is also a licensed Professional Land Surveyor in the States of Utah and Wyoming.
Scott has extensive experience in boundary, design, and construction surveys on federal, state, local, and private projects. Prominent local projects on which the surveying has been done by Scott or under his direct supervision include the Redlands Mesa Residential Subdivision, Summer Hill Residential Development, Cattail Creek Residential Subdivision, Canyon View Residential Community, Highway 50 Overpass, Redlands Parkway, many design and construction surveys on Highway 6 & 50, and several hundred easement surveys for Xcel Energy.
Scott has served as President, Vice-President, and Director of the Western Colorado Land Surveyors, a chapter of the Professional Land Surveyors of Colorado, and as Chairman of the Colorado State Board of Registration for Professional Engineers and Professional Land Surveyor’s Survey Monitor Panel. Scott was the recipient of the 1998 Professional Land Surveyors of Colorado “Citizen-Surveyor Award” for Sustained Meritorious Public and Professional Service, and has received numerous Presidential Citations throughout the years for his committed service to the organization.

Doug brings a wealth of knowledge and a unique perspective to River City Consultant’s service offerings and project management capabilities. He has nearly 36 years of engineering experience, working in both the private and public sectors throughout Colorado. He has 30 years of experience working within the Mesa County area including working for the Mesa County Public Works Department as a Staff Engineer from 1988 to 1993 before becoming the Mesa County Engineering Director from 1993 to 1996. In the private sector, Doug was a professional engineer and principal for Thompson-Langford Corporation for 10 years and has been with River City Consultants since it began in 2006.
Doug has extensive experience managing federal, state, local, and private projects. Over the years, Doug has developed a professional working relationship with the local Colorado Department of Transportation staff, primarily in the areas of traffic, access, and utility permitting.
Douglas A. Thies, P.E.
Jeff has a broad range of engineering proficiency and experience, and has worked on a number of high-profile projects. He has been project manager and/or lead engineer on a wide variety of projects throughout Western Colorado as well as the Denver Metro area for the past 18 years. Over the years, Jeff has compiled a multidisciplined engineering history including land development, site design, highway design, hydrologic and hydraulic analysis/design, and structural design and evaluation.
His most notable Denver-area experience includes his involvement as part of the program management team for the Stapleton Redevelopment and other urban infill projects in the Denver Metro area. In 2001, Jeff relocated to Mesa County where he was able to utilize his diverse experience to advance a wide range of projects including residential and commercial developments as well as capital improvement projects for local municipalities.
Jeffrey W. Mace, P.E., C.F.M.
Ivan began his career in the water, wastewater, environmental engineering and design build construction in Wisconsin. The pull of his native Grand Junction brought him back, where he remained in the civil construction industry as the staff engineer for a company that produced construction materials including concrete pipe and precast products, aggregates, and ready-mix concrete, in addition to managing many land development projects. Later in his career Ivan managed a large aggregate division of consolidated companies, where he oversaw production, quality control, sales, environmental compliance, and land management. Over the years, Ivan has designed and/or managed projects across all spectrums of civil engineering, water resources, construction, and materials.
Ivan’s addition to RCC enhances our capabilities in mining engineering, permitting and environmental compliance, water resources, land and construction oversight/management. Since the early 2000’s he has also been active in volunteering for many notable organizations including United Way, HopeWest, the Grand Junction Economic Partnership, the Twenty First Judicial Nominating Committee, Grand Junction Housing Authority, and the Grand Junction Chamber of Commerce.
Ivan D. Geer, P.E.
Marc has been with River City Consultants since its inception in 2006. Marc’s expertise is in hydrology, hydraulics, modeling, road design and stormwater BMPs. Marc also has extensive experience in environmental work, including environmental assessments in industrial and rural areas, feasibility investigations, remedial investigation and remedial design for impacted sites. He is proficient in environmental permitting through the United States Environmental Protection Agency, United States Army Corps of Engineers, Colorado Department of Health and Environment, Colorado Oil and Gas Conservation Commission, as well as various local governments including Mesa and Garfield Counties, the City of Grand Junction and tribal governments.
Marc maintains professional affiliations with the American Society of Civil Engineers and the Colorado Association of Floodplain Managers. Marc is a licensed Professional Engineer in Colorado, Utah, North Dakota, Wyoming and New Mexico. Additionally, Marc is registered as a Certified Professional in Stormwater Quality, a Certified Professional in Erosion and Sediment Control, a Certified Floodplain Manager and a National Council of Examiners for Engineering and Surveying Model Law Engineer.
Marc Kenney, P.E.
Alec plays an integral role in the surveying team at River City Consultants. Alec graduated in 2010 from the Metropolitan State College of Denver with a Bachelor of Science in Surveying and Mapping, as well as a Minor in Mathematics. He is a licensed Professional Land Surveyor in Colorado. Alec is a Certified Federal Surveyor (CFedS), which is a designation he earned through a licensing program created by the federal government to assure cadastral boundary surveys are performed in accordance with Bureau of Land Management standards.
Alec has served as project surveyor on many important local projects including work on the Grand Junction Regional Airport, Xcel Energy right-of-way and easement surveys, Xcel Energy/CDOT gas line as-builts, and numerous oil and gas survey operations. Other prior projects Alec has contributed to are the Telluride Airport Runway Reconstruction, federal cadastral projects for the Bureau of Land Management, and project management for a high school football stadium and elementary school.
Alec is a member of the Professional Land Surveyors of Colorado, Western Colorado Land Surveyors and the National Society of Professional Surveyors.

We recently had the pleasure of working with River City consultants on a high profile multifaceted million dollar project in Garfield County. The timeline was extremely tight and the work complicated. River City rose to the occasion got the subs in line and finished the project ahead of schedule and under budget. As all project go there were some surprises and changes, River City brought solutions. They are very professional and friendly. I hope we get the opportunity to work with them in the future.
River City Consultants are the best engineering and land surveying company I have ever worked with. Not only did they help us with our Grand Junction location, they came to Denver as well and completed all the work we needed done far in advance. The are professional and very versed in their fields. Cody finished up the last of his course work in May 2019 to qualify for his degree. Like many of our students, Cody has worked his way through school. He whetted his whistle on surveying by working the summer of 2016 for the City of Grand Junction under the tutelage of Peter Krick, P. L. S., City Real Estate Specialist in charge of the City’s surveying. This experience intrigued him enough to seek an education in the profession. RCC is excited to expand our scope of services with the addition of Ivan Geer, P.E. Mr. Geer has over 20 years of experience in engineering consulting, construction materials, and operations management. His project portfolio as a consultant includes wastewater, hydrology, storm water, water resources, environmental compliance, and project/construction management. Mr. Geer worked in the aggregates, ready mix, concrete pipe, precast, and pipeline industries in many roles from engineering to project management. More recently in operations management, he was responsible for all facets of aggregate mining and production from inception, lease negotiation, planning, permitting, budgets, schedules, production, estimating, safety, and reclamation. This broad experience has encompassed permitting with multiple local, state, and federal agencies in western Colorado.
Partnering with Cartographic Edge Inc., RCC recently completed a survey for upcoming improvements at the Grand Junction Regional Airport for Armstrong Consultants. Armstrong is the lead consulting engineer for upcoming improvements, and contracted RCC to develop an accurate topographic map of the project area. RCC established a network of ground control which CEI used to combine aerial imagery and LIDAR mapping to develop a high accuracy base map from over 3,000,000 data points. One of our owners, Ivan Geer, recently started a 5 year term serving on the Grand Junction Housing Authority board. The Grand Junction Housing Authority is a top notch organization with decades of experience providing sustainable housing solutions to meet the needs of a variety of constituents groups in our community. Through the efforts of Executive Director Jody Kole and her staff, our local housing authority is competitive at obtaining funding for land development and construction projects. As a result, residents of Mesa County receive both the housing assistance and the economic benefits of employing architects, civil engineers, surveyors, and construction professionals. Mr. Geer looks forward to volunteering for the housing authority as his six year term serving the Twenty-First Judicial Nominating Commission for Mesa County, Colorado, comes to close at the end of 2017.
This week Mesa County received two positive economic indicators. First in real estate, where sales have continued to increase in both price and volume through the 4th quarter of 2016, and inventories continue to fall. In addition, the Mesa County School District has experienced an increase in student enrollment. Continuation of these trends bodes well for the land development and construction industries. River City Consultants is excited to continue to provide survey, civil engineering, utility locating, and environmental services on future projects that will result from some moderate growth.
